Research On Sustainability Of China’s Urban Workers’ Pension Insurance Account

This thesis is based on past scholars’ research, taking the method of combiningtheory and practice analysis, model and Actuary. The paper makes a deeply study onthe income and expenditure scale, the gap condition and the implicit pension deptproblem of the urban workers insured pension fund in pooling accounts of the currentpension insurance system in2011-2050. It has a in-depth analysis on Replacementrate sensitivity that would affect the parameters of the pension revenue andexpenditure, which then would make a conclusion whether the finance of the pensioninsurance system is sustainable or not and ultimately provides scientific suggestionsfor smooth transition, good operation and sustainable development of the system.The text contains six parts: the first part mainly elaborates the researchbackground, purpose, significance, review, article structure, methods and innovationpoints; the second part introduces the history of the pension insurance system forurban workers in China, and analyzes the similarities and differences of the NationalDevelopment [1997] No.26and [2005] No.38documents; the third part builds adynamic model on the pension revenue and expenditure of the "elderly","old retiredhuman","new retirement human","the job human" and "new" as well as the pensiongap model through the research of the current pension insurance system; The fourthpart is the core part of this article. In open systems, using the actuarial method, thispart measures the income and expenditure scale, the gap condition and the implicitpension dept problem of the urban workers insured pension fund in pooling accountsof the current pension insurance system in2011-2050and evaluates the sustainabilityof the system; The fifth part majors in analyzing the replacement rate sensitivity of theparameters which could affect the pension insurance, and finding out the main factorsthat affect the sustainability of the pension insurance system; In the last part, the essaydraws a conclusion and offers scientific and rational policy recommendations.
