The reform of medical insurance system is a common challenge in many countries, especially in China because of its higher population and poorer economic infrastructure. Based on this situation, the reform is innovative work and also is vast and numerous work in China. Although current healthcare reform has made some achievements, it is not the ideal target in China.Now, the urban and rural Chinese residents have the different policies of medical reform. However, with the development of the economy and society in China, more and more rural people moved to the cities and they health care, unlike with original urban resident, still use the rural healthcare’s level, it is not only violation of equity principle, but also violation of efficiency principle, so that these policies do not suit for current Chinese situation.Therefore, in this essay, it use public goods theory, welfare economics and the theory of social stratification to discuss the necessity and importance of integration of medical reform policies between city and countryside in Kunming. And then, it also discusses the balance of urban and rural medical insurance system and employee medical insurance system when the government makes the new medical reform policy to keep whole social medical insurance integrity and consistency.
