Research On The Integration Of Urban And Rural Medical Insurance In Guangxi Under The Background Of Urbanization

Since the 1980s,China’s economic system has entered a transitional period,gradually transforming from a planned economy to a socialist market economy.The medical system has gradually transformed from public medical care and labor insurance into a socialized medical security system.In this process,a medical insurance system in line with the social and economic system has been formed to meet the needs of the masses for medical treatment.With the continued development of China’s economy,this medical insurance system shows its most devastating problem,that is,the urban-rural dualization problem,which,on the basis of undermining the fairness of the medical insurance system,is also affecting the urbanization process in Guangxi.In view of the current problem of building urban-rural medical insurance integration,it is necessary to improve the existing basic medical insurance system to meet the requirements of continuing to build and develop medical insurance integration.In Guangxi,there are three types of medical insurance:urban residents’ medical insurance,urban workers’medical insurance,and the new rural cooperative medical insurance.They has corresponding treatment.But there is a problem of poor connection between insurances and there is no continuity of transfer.The theory relied on in this paper is the theory of social equity and the equalization of public services.It analyzes urban and rural medical insurance integration,medical insurance system and its management.It conducts in-depth research on the existing urban and rural medical security system and its management mechanism.Analyze the operation status of urban and rural medical insurance integration,and make an evaluation to find out the problems existing in the system;Analyze the system defects and causes existing in the development of urban and rural medical security in Guangxi,mainly from the aspect of the household registration system reform,the urban-rural integration needs for development and the urban and rural residents mobility,etc.Research on medical insurance system of other countries’,urban and rural medical insurance integration system in some domestic cities to explore ways to improve the integration of urban and rural medical insurance system,and make corresponding countermeasures;Integrating medical insurance urban and rural integration systems;integrating urban and rural medical insurance management agencies;Improving urban and rural medical security coordination;Promoting management system reform.
