With the development of basic medical insurance systems for urban workers andresidents and a new type of cooperative medical care system in rural areas, China has had auniversal health-care coverage scheme. The medical insurance scheme increased ourability to defend medical expense risk and the healthcare system has improvedsubstantially. China has achieved obvious results. But at this stage, China’s medicalinsurance system is facing a big problem: the dualistic economic structure segment urbanand rural areas hindered the development of medical insurance system seriously. Becauseof long-term influence by urban-rural dual structure, the separation administration of cityand county in medical insurance became apparent. Urban-rural segmentation resulted tothe imbalance of the city and countryside health insurance system. With the developmentof social economy, the co-existence of different medical insurance systems which is unfairbetween urban and rural areas can’t meet requirement of social development and peoplesecurity. So we must eliminate the injustices in the medical insurance, and urban and ruralmedical insurance system must be enforced. In the urban-rural integration perspective, thisthesis made analysis on the medical insurance of Shandong province.This paper is divided into four chapters: Chapter1includes introduction and basictheory. I analyzed the background and meaning of the medical insurance in Shandongprovince in the first chapter. And it includes the literature review and theoretical basis too.The second part is composed of two chapters. This part is the general introduction ofmedical insurance of Shandong province. And I analyzed the urban-rural gap in part2. Thethird part contains chapter five. In this part, we can see the medical insurance system athome and abroad. Some experience on Shandong’s medical insurance developing wasprovided. The fourth section contains chapter six. In this part, I put forward the train ofurban and rural medical insurance and a series of important policy suggestions.
