| Food security is the basis for human survival and development, it is related to the vital interests of consumers of each food, national security and social stability. CPC Central Committee and State Council’s people-oriented, the goal of building a harmonious society to pay attention to people’s livelihood has fully demonstrated the problem, while food security is most directly related to the core of people’s livelihood.After this article on domestic food supervision and management analysis concluded that China’s food safety regulatory model is multi-scrotal joint supervision model, the chain of custody is divided into sections for control. Multi-scrotal regulators is characterized by the regulatory powers equal distribution to multiple regulatory bodies, the right balance can be achieved in the checks and balances in the regulatory effect, thereby increasing the efficiency of supervision. And our multi-scrotal regulatory approach taken in sub-regulation, the implementation of sub-regulation when the regulatory aspects of the regulatory convergence prone to cracks, result in regulatory failure. From our point of view at this stage of the food regulatory status quo, not difficult to find clear division of responsibilities regulatory agencies, functions positioning unknown; market awareness of self-monitoring of food safety regulation are insufficient to achieve the objectives; social forces do not bear the responsibility of supervision; legal and regulatory the cost of illegal insufficient to deter illegal enterprises, and these shortcomings led to China is now in the food regulatory areas are still not formed a complete and effective regulatory approach. Therefore, this paper through the network mode of research, analysis of the above points for the problem and learn from foreign experience in the field of food control, such as:the United States and Canada regulatory approach in the implementation of food after several years of improvements has formed a relatively complete regulatory network, by drawing on their experience made suitable for China’s food regulatory model, the proposed regulatory problems effectively solve opinions.Article is taken to combine theoretical support in the theory of public administration network governance theory, in the field of public administration to study how integration of government resources, market resources and social resources, trying to establish food security supervision network.
