Land is the precious and scarce natural resource, at the same time is the importantmaterial guarantee of human civilization inheritance and social development. After more than60years of development, the Heilongjiang Land Reclamation Area has become the foregoerof world overall grain output level, the foregoer of China’s agricultural modernization andmechanization road. In the new era background,“ecological, intelligent, low carbon” greenagricultural production system is the foundation and the safeguard to realize "green landreclamation", behind the crop yield has increased for9continuous years in Heilongjiang LandReclamation Area. Does it has problem of paying close attention to economic efficiency andneglecting ecological efficiency in its cultivated land utilization? Do the high yields comewith high energy costs, high material consumption, and high pollutant emission? Do thesepractices conform to the resource-saving and environmentally friendly agriculturaldevelopment goal? Based on the above problems, the paper combines nearly a decade ofcultivated land utilization in Heilongjiang Land Reclamation Area, use the classical efficiencyevaluation method---data envelopment analysis(DEA), on the basis of cultivated land useeconomic efficiency evaluation to supplement the ecological efficiency study of cultivatedland use, comprehensive analyze the economic efficiency, ecological efficiency inHeilongjiang Land Reclamation Area and carries on the comprehensive evaluation toeconomic and ecological efficiency of cultivated land in the area in order to provide the basisfor scientific decision-making of further promoting the Heilongjiang Land ReclamationArea to realize man-land harmonious "green China".The paper applies the CCR and BCC models of DEA, selecting economic efficiency,ecological efficiency and economic-ecological comprehensive indicators of cultivated landuse to assess and comes to the following conclusion:1. From the economic efficiency of the cultivated land use, the economic efficiency ofcultivated land use in Heilongjiang Land Reclamation Area are all above0.9, closing to theoptimal state, the pure technical efficiency has been stable optimal state, the change ofcultivated land use efficiency in Heilongjiang Land Reclamation Area is mainly caused byscale efficiency change; among them, jiusan branch is the most stable and the economicefficiency is in the optimal state, baoquanlingbranch, hongxinglong branch, jiansanjiangbranch, mudanjiang branch takes second place; haerbin branch, suihua branch and qiqihaerbranch are the lowest efficiency.2. From the ecological efficiency of the cultivated land use, the average ecologicalefficiency of cultivated land use in Heilongjiang Land Reclamation Area is0.7331, the pure technical efficiency has been stable optimal state, the change of cultivated land use efficiencyin Heilongjiang Land Reclamation Area is mainly caused by scale efficiency change, inaddition, caused by Organic fertilizer inputs and planting scale of green food; among them,haerbin branch is the most stable, ecological efficiency has been in the optimal state,baoquanling branch, jiansanjiang branch, beian branch and jiusan branch take second place,hongxinglong branch, mudanjiang branch, qiqihaer branch and suihua branch, the ecologicalefficiency continue to fall.3. From the economic--ecological efficiency of the cultivated land use, the averageeconomic--ecological efficiency of cultivated land use in Heilongjiang Land ReclamationArea is0.9762, closing to the optimal state, at the same time, the pure technical efficiency hasbeen stable optimal state, but the scale efficiency is only to0.8095, the cultivated land useeconomy--ecological comprehensive efficiency is closely related with the change of scaleefficiency; among them, the jiansanjiang branch and mudanjiang branch are relatively stable,the comprehensive efficiency are high, baoquanling branch, hongxinglong branch, beianbranch, jiusan branch, suihua branch and haerbin branch take second palce, thecomprehensive efficiency of qiqihaer branch is lower.
