In recent years, China’s grain production and supply market is relatively stable trend for the future and lay the foundation for reform and development compacted. But agriculture is the vulnerable part in the nation economy. Land is the foundation of food and agricultural and sideline products production, how to improve productivity under the condition of constant of cultivated land quantity, how in the form of arable land is occupied enhance the primary problem of food production, It has become the primary problem of food security in the security area. In the country, agriculture large occupied Heilongjiang province, economic development of every city in Heilongjiang Province is not the same; On the use of land, jumping-off point varies, The ways are different in the aspect of land use each region, there are gaps in the standard of living and cultural, therefore agricultural production into forming a difference. Heilongjiang Province is aware of the status quo of cultivated land productivity, To achieve the most efficient use of cultivated land, this paper is to build a reasonable evaluation system productivity of cultivated land, Use DEA method to measure cultivated land productivity of Heilongjiang Province in2003-2012, It will efficiency into two, one part is pure technical efficiency, scale efficiency is another part, and then to analyze them individually for analyzed cultivated land production efficiency. For factors that affect the manufacture of cultivated land, To research through regression models, explore effective ways to improve the productivity of cultivated land from the results.The results of the study are as follows:(1) Evaluation results of Cultivated Land Production EfficiencyFor13areas in heilongjiang, there are quite different between Production Efficiency of Cultivated Land. For higher efficiency areas, some agricultural producers, enjoy some more areas of public policy, Some regions have superior production conditions, some regions have reasonably high output. Through the regional DEA measure, and found there are two reasons for a low technical efficiency of cultivated land, one is due to PTE, on the other hand due to SE.(2) The results of the analysis of the TFP of Cultivated LandThe Total Factor Productivity index of Cultivated Land in Heilongjiang Province whether it is from the perspective of the total variation, or from the perspective of regional changes, There have obvious difference. Overall, from2003to2012, The Total Factor Productivity of Cultivated Land change the overall fluctuating state, after2010, It become stable. The average rate of increase of Malmquist TFP of Cultivated Land is9.8%. Researches show that, these higher growth rates year focused "fifteen" and "Eleventh Five-Year" two periods, In the two neighboring national economic planning period, Agricultural production in Heilongjiang has a lot of progress, which mainly due to the evolutionary adjustment of the full and accelerated market reform and agricultural production construction of agriculture in Heilongjiang Province. From the structural perspective, The increase in Malmquist TFP of Cultivated Land depends on technological progress in2003-2012, Technical efficiency has Small influence on it. Look from the area differences, total factor productivity change and its structures are there more significant regional differences.(3) The results of the analysis of factors affecting the Cultivated Land Production EfficiencyHeilongjiang province farmland productivity at the same time affected by various factors. Through the analysis of the different factors that influence the Cultivated Land Production Efficiency and find that negative influence of the affected area of crop planting area proportion and the farmers’ net income for the Technical Efficiency of Cultivated Land of heilongjiang province is significant, The positive influence of unit of cultivated land area of agricultural machinery, fertilizer SheChun amount, per capita rural labor planting area for the Technical Efficiency of Cultivated Land of heilongjiang province is significant, in the process of the influence factors of scale efficiency analysis, our analysis results and some impact factors of technical efficiency analysis results are basically identical.The full text mainly is divided into seven parts:one chapter is an introduction, Including the analysis of the background, objective and significance overview of relevant study abroad and dynamic overview description of the details of this paper and routes. Two sections part introduces the related concepts and theoretical basis. Remuneration according to the scale of the sustainable development theory, production theory, the implication of the theory do the related analysis in this paper. Third chapter describes the status quo of the study area mainly and the actuality of the cultivated land. Four sections with two methods to analyze the productivity of Cultivated land, one is that DEA method, the second is Malmquist TFP exponent method. The fifth part is cultivated land productivity factors analysis based on the tobit model, The sixth part is mainly analysis of the main research conclusion and Suggestions to enhance Cultivated land production efficiency on account of research area peculiarity. The seventh part is summing-up and discussion, summarizing the main research conclusion, and discussed.
