The cultivated land use not only produce the products and services that benefited to the social production and living, but also with the "undesired products" such as pollutions, resulting in the ecological environment problems. How to coordinate the relationship between the cultivated land use and the ecological environment protection, and promote the sustainable utilization of the cultivated land resources gradually get the attention of the related research. According to the fact that the ecological efficiencies used to the land use efficiency research is not longer enough, and the related research is still in the initial stage. Among the various kinds of land use activities, the cultivated land using is closest to the human, and the acquisition of relevant data and analysis of intelligibility are better. Therefore, this paper selects the cultivated land use ecological efficiency as the entry point of the ecological efficiency of land use research.This paper takes the improved ecological footprint model to calculate the cultivated land ecological footprint to evaluate the biological resources consumption and pollutants emissions and the cultivated land ecological capacity to evaluate the supply situation of cultivated land resources of the stduy area. Then combines the land use economic output and other kinds factors of the production input index to construct the cultivated land use ecological efficiency evaluation index system. And in the end, takes the DEA method to measure cultivated land using ecological efficiency and according to the calculated results to analysis the land using ecological efficiency levels of Baoding city. Through the study, the conclusions are as follows:(1) From the time series research of the cultivated land use ecological efficiency evaluation results, from 2000 to 2012 the comprehensive efficiency of cultivated land using ecological efficiency level of Baoding city showed a rising and fluctuating trend; the technical efficiency of cultivated land using ecological efficiency level showed a declining at first and then rising trend; and on the whole, the scale efficiency showed a rising trend.(2)The zoning cultivated land using ecological efficiency evaluation results of Baoding city in 2012 showed that, the comprehensive efficiency of land use ecological efficiency of Baoding City is mainly affected by the technical efficiency. The cultivated land use ecological efficiency level in 23 counties of Baoding City is not balanced, and there exists certain differences between the regions. From the spatial distribution of the counties of Baoding City, the areas that had high cultivated land using ecological efficiency comprehensive efficiency level including Laiyuan County that located in the west region of Baoding City, Rong County, Gaobeidian City, Xiong County and Zhuozhou City that located in the east region of Baoding City, and Gaoyang County, Li County, Boye County and Dingzhou City that located in the southeast or south of Baoding City; the areas that the land use ecological efficiency comprehensive efficiency were mainly distributed in the central, north and south-west region of Baoding City. The land use ecological efficiency scale returns showed that, the areas that scale returns value of 1 included Dingzhou City, Gaobeidian City and Gaoyang County etc. six counties and the scale returns value closed to 1 including the Baoding City were in or close to the constant scale returns stage, so in the cultivated land use in the future, they should adopt stable land use policy; Scale returns value that greater than 1 included Shunping County was at the diminishing returns stage, and in order to improve the land use ecological efficiency, it needs to appropriately control the production factors input scales and implement the optimal combination of the cultivated land using production factors; other counties and cities that the scale returns value less than 1 were in the increasing scale return stage, but because of different natural ecological environment and land use condition of the counties and cities, they need to adopt different land use measures.
