Emergency logistics is a special logistics activity under the sudden events andemergency events, emergency logistics has an important role to reduce natural disasters andemergency events. With the rapid development of the economic, the casualties and propertydamages caused by natural disasters and emergency events are more serious. Although theemergency logistics system has a good development and improvement in our country, but itstill exposed a lot of flaws and shortcomings in natural disasters and some emergencies, Onthis basis, the dissertation studied the emergency logistics system in our country.Firstly, the concept and the characteristics of the emergency logistics has beenintroduced in the theoretical part of the dissertation. Secondly, it elaborated the differencebetween emergency logistics and logistics, military logistics. Finally, it found theshortcomings and deficiencies of Chinese current emergency logistics system based on thecompare with the developed countries.Then, the third chapter based on systematic and global point of view to rebuild theconstruction of the emergency logistics system in China. The dissertation has been rebuilt theemergency logistics system in our country from six aspects:the emergency logisticsmanagement system, emergency logistics organization system, emergency logistics system,emergency logistics operation system, emergency logistics legal system of plans, emergencymaterial support system.The fourth and fifth chapters built the optimization models of the Chinese emergencylogistics system, the optimization models are divided into the optimization of the layout of thecentral level emergency supplies reserve center and the highway distribution routingoptimization of the emergency events.On the one hand, the dissertation has been built a potential model according to the theoryof urban regional advantages based on research on the level of economic and socialdevelopment, the level of the transport network development, the frequency of naturaldisasters and the losses caused by natural disasters and other aspects. The dissertationanalyzed and calculated the potential candidate cities data based on the potential model,andfound the re-layout of emergency supplies reserve center in our country. Then the dissertationproved the correctness of the conclusions by used the fuzzy analytic hierarchy process. On theother hand, it studied the choice of the distributing routes under the earthquake disaster, thedissertation has been quantified the impact of the limiting factors of road traffic according to the traffic wave theory and the theory of the shortest path and built a road path selectionmodel. Finally, the dissertation proved the correctness of the model based on a example.Finally, the focuses of the full text research have been summarized and prospects forfuture research on emergency logistics system in China have been suggested.
