Emergency logistics, an emergency support activities, which is to respond to seriousnatural disasters, sudden major outbreaks, military disputes and other emergencies materials,to meet the demand of equipment, personnel, funding requirements. Fast and efficientemergency logistics support is a complex system engineering. As the emergency logisticssupport activities in responding to emergencies have become increasingly prominent, andevaluation of the effectiveness is increasingly important. Emergency logistics supportefficiency is a measure of the degree that emergency logistics system complete emergencysafeguard mission requirements. Evaluate the emergency logistics support, find out the factorsinfluencing the effectiveness, thus we can carry on scientific improvement and optimizationof emergency logistics system, making emergency logistics support better service foremergency relief activities and minimizing disaster losses.Based on the domestic and foreign research on emergency logistics support effectivenessevaluation index system, this paper has analyzed the factor of influencing emergency logisticseffectiveness display and constructed emergency logistics support effectiveness evaluationindex system, the above factors are infrastructure support capabilities, critical materialsmanaged capacity and emergency logistics organization coordination ability, the emergencyagency execution ability and emergency transportation architeture support capabilities as wellas the emergency logistics information management ability. As to the index systemredundancy, this paper simplifies the index system using the rough set theory. In the analysisof the commonly used evaluation method of system performance,the interaction betweenevaluation indexes leads to that weights calculation results are not real, modify the weightvalue with the influence matrix. Combine the improved AHP and FCE organically together,establish evaluation model of emergency logistics support effectiveness, so the total weightsorting of effect of emergency logistics support effectiveness factors appears, as well as theresults of comprehensive assessment. Takes dealing with Zhouqu mud-rock flow disasterevent emergency logistics safeguard as an evaluation case, this paper has obtained the majorinfluence factor affecting the emergency logistics effectiveness and put forward the measuresto improve. Thus it proves the rationality and usability of emergency logistics effectivenessevaluating model based on improving AHP-FCE.Through the practical application effectiveness evaluation model of emergency logistics,find out the actual problems of emergency logistics activities, put the reasonable improvementmeasures, so as to improve and optimize effective emergency logistics system. This paperprovides a feasible method for the evaluation of emergency logistics efficiency, and providesdecision support for decision-making managers in command of emergency logistics activities,improves the scientific level of emergency logistics command.
