| Emergency logistics has special logistics attributes,which will provide necessary emergency materials for sudden public health events and natural disasters,reduce the degree of disaster losses,and pursue the maximum time benefit.Since 1998,China’s high frequency of a variety of sudden events,whether natural disasters,public health events or serious industrial production accidents have increased year by year,to the people’s personal safety,property safety have caused a certain loss,on the normal and stable development of China’s society has caused a serious impact.As a key force to ensure social stability and national security,emergency logistics is of indispensable significance to maximize the loss caused by sudden disasters.Therefore,establishing and improving the evaluation system of emergency logistics support capability and conducting a simple analysis of the key factors affecting the emergency logistics support capability not only provide a solid theoretical basis for improving the emergency logistics support capability,but also further optimize the emergency logistics support measures and maximize the negative impact of disasters.Through in-depth analysis of the evaluation index system of emergency logistics support capability at home and abroad,based on different stages and operation links of emergency logistics,this paper focuses on the support capability of emergency logistics infrastructure,emergency material management capability and emergency organization execution capability,combined with the existing support capability of emergency transportation system.Starting from six aspects,such as improving the emergency logistics information management ability,the comprehensive analysis is carried out,and the key factors affecting the emergency logistics support ability are deeply explored,so as to build the evaluation index system of emergency logistics support ability.Aiming at the problem of evaluation index redundancy,the rough set theory is used to calculate and delete the redundant index,and the final evaluation index system of emergency logistics support capability is constructed.Then the fuzzy comprehensive evaluation method and improved hierarchical analysis are used to obtain the overall weight ranking of the influencing factors of emergency logistics support capability.In the case part,Suzhou City is selected as an example,and the modeling form of the local government’s emergency logistics support activities in response to the novel coronavirus outbreak is evaluated,which proves that the emergency logistics capability evaluation model established through the deep integration of fuzzy comprehensive evaluation method and improved analytic hierarchy process has irreplaceable practical significance. |
