With the increasing competition in the oil industry, human resources management hasbecome the key to major oil companies in order to gain a competitive advantage. Humanresources management is of great significance to the oil companies to get a good performance.Affected by state-owned enterprises, human resource management in S company is still in themodels and methods of personnel management. While it has seriously affected the enthusiasmof the engineers. It became the company’s focus to design a scientific and reasonableperformance evaluation system.Firstly, this paper analyzed the related concepts of performance. Meanwhile it proposedthe purpose, principles, contents and methods of performance appraisal as the theoreticalfoundation of this article. After that, based on performance appraisal status quo analysis of Scompany. From the results of the engineer satisfaction questionnaire and, performanceappraisal status quo, this paper detailed analyzed the existing problems and shortcomings ofthe engineers performance appraisal system of engineers of S company. From the actualsituation of the S company, this paper designed key performance indicators of theperformance appraisal of engineers according to key performance indicators methodcombined with expert questionnaire analysis. And then analytic Hierarchy Process is used toset up performance evaluation index weights. At last this paper developed a performanceappraisal standards as a basis for designing engineers performance appraisal system. Finally,the author proposed some suggestion on implementation, safeguard measures and applicationof the performance appraisal system.The conclusions of this study are as follows(1) The content of performance appraisal of engineers included job performance, abilityto work and job performance. The main problems are in the aspect of incomprehensiveperformance evaluation system, unreasonable index weight design and the lack ofstandardized evaluation system.(2) This paper studied the key successful factor by decomposition of the strategicobjectives of S company. According to the key performance indicators and expert discussion,this paper built the engineers performance evaluation index system. The job performanceaspect included eight indicators. And meanwhile the ability and attitude aspect included fiveindicators. Then the paper calculated the index weight by analytic hierarchy process. (3) Based on the establishment of the evaluation index system, the author alsodeveloped the implementation of the performance appraisal process and the safeguardmeasures from the organization, processes, training, and communication.This study has a guiding role for the scientific evaluation of engineer job performance inS company. And meanwhile it provided a reference for other company’s performancemanagement.
