Food is the most direct and integral basic consumer goods for human beings. The food safety has long been vital to the people’s livelihood and the stability of society. It would not only affect the health of the people, but also determine survive or perish and rise or decline of a nation. Therefore, it has become an important component of the national security. Nowadays, the security objective for the number of foods in China has been achieved. However, problems concerning the food quality and safety become increasingly severe and almost pervasive. In terms of the handling of problems about the food safety, supervision departments have been blamed since they have not effectively prevented the food safety problems from arising. Therefore, people question the regulatory capacity of supervision departments. The solution of intractable problems about the food safety is a major test of the government’s ability to govern and the key for the government to regain the confidence of the public.This paper studies on the production link as an important link in the food safety supervision. By interpreting the food safety supervision in the production link, the author aims to improve the efficiency and effectiveness of the food safety supervision in the production link, effectively reduce the potential food safety hazards in the production link so as to reverse the severe situation for the food safety in terms of the production source.This paper falls into six parts. The first part introduces the research background and the research significance, summarizes the research status at home and abroad and describes the research design, methods and innovations. The second part defines concepts related to the food safety supervision in the production link, sums up the basis, the responsibilities and the importance of the food safety supervision in the production link and systematically discusses the theoretical basis of the food safety supervision in the production link. The third part elaborates the status quo and common problems of the food safety supervision in the production link and puts forward problems for the food safety supervision in the production link. The fourth part makes a thorough analysis of the underlying reasons for problems existing in the food safety supervision in the production link. The fifth part makes a comparative study on the advanced regulatory systems in some developed countries, thereby drawing some lessons which China can learn from. In the sixth part, countermeasures and suggestion are given to improve the food safety supervision in the production link, by improving the law enforcement and supervision system in the production link, the self-regulatory system of enterprises producing foods, the food safety process controlling system in the production link and the social cooperative governance model.
