The Study On Incentive Policy Of Energy Saving In The Construction Of Two-oriented Society

Nowadays, China is in the external environment of global warming, the rise of alow carbon economy. Meanwhile, it is in the internal environment of the grimsituation of energy, high energy consumption of GDP, environmental pollution andthe construction of "Two Types of Society". The work of energy conservation isimperative and implement. In order to apply the Scientific Outlook on Developmentfurther, it is necessary to deepen the reform of open policy, transform the mode ofeconomic development, adhere to the people-oriented, and set up the comprehensive,coordinated and sustainable development to promote the economy, society and thecomprehensive development of people. The construction of "Two Types of Society"emerges as the times require. The construction of "Two Types of Society" becomesthe inevitable requirement of the new mode of industrialization. It is endowed withnew social development concept. The achievements of energy conservation andenergy saving incentive policy will be widely used for reference. According to thenational policy of carrying experiment and then promotion,"Two Types of Society"plays the leading role in exploring, perfecting the incentive policy of energy saving,promoting energy conservation. In this paper, the energy saving incentive policy inthe construction of the "Two Types of Society" is studied and the demonstration areaof the "Changzhutan" is chosen for empirical analysis. The study has certainpractical meaning and representing significance.This paper summarized the present energy-saving work and motivation policyof the development after the reform and opening policy. Using professionalknowledge, the paper analyzed and researched the energy conservation work and itsincentive policy problem systematically. The results showed that there are mainlyfive problems in the China energy conservation work:(1) the emphasis of energysaving incentive policy was changed;(2) the incentive policy tools was simplex;(3)the management of energy saving funds was not standard;(4) the operation of energysaving incentive policy was out of order;(5) the incentive policy of energy savingwas ineffective. According to Skinner’s strengthening and setbacks theory, we foundout six reasons for the energy saving incentive: little attention of the energyconservation work, the imperfect supporting mechanism, the insufficient financialinvestment, the fuzzy standards of incentive policy, shortage of propaganda and lack of long-term incentive mechanism. With the empirical analysis of "Two Types ofSociety" construction area-the "Changzhutan "urban agglomeration, the incentivepolicies of saving energy verify the effects of the policy and the problems. It isimperative to put forward further perfecting stimulus policy, and explore otherincentive tools and so on. Based on the fundamental conditions of China and foreignenergy saving incentive policy, this paper proposes the following ways to improvethe incentive policy:(1) Energy conservation will be grasped fully for theconstruction of "Two Types of Society";(2) The establishment of scientificenergy-saving incentive policy includes the adjustment of structure, the play ofeconomic incentive, overall consideration, rational incentive policy, optimizedmotivation, the improvement of energy conservation incentive;(3) The environmentof energy-saving stimulus policy should be optimized including unified coordination,supervisory mechanism, the science development, correct concept of achievements,energy saving, perfect supporting according to law incentive mechanism;(4) Effortsshould be increased in the implement of energy-saving incentive policy, includingthe unity of thought, strengthens the administrative capability construction, theadjustment of time, the strengthening supervision of energy saving budget fundswork, the evaluation of index and the increase of energy conservation andsupervision and law enforcement, to encourage social participation and play the partof the public’s supervision.
