Chongqing Energy-saving Economic Incentive Policy Improvement Study In The Water Source & Heat Pump

Chongqing city has been an important economic relations and trade center in the upper reaches of Yangtze river owing to its rapid economic development in recent years. Simultaneously, the energy consumption in Chongqing increased dramatically along with the growing econominc development. If this situation can't be controlled effectively, energy consumption will become the main "stumbling obstacle" restricting the comprehensive development of the economy and society in Chongqing.Particularly,the excessive construction energy consumption and the decrease of the energy conservation constructions have already become the key points of the energy saving and emission reduction work at present in Chongqing. Therefore, to further promote construction energy conservation work, Chongqing is urgent in formulating a series of economic incentive policies of construction energy conservation in conformity with its own characteristics. If so, the present oversize energy consumption in Chongqing may be reversed.The main idea of this paper is to formulate construction energy conservation incentive policy for Chongqing. This article analyses the domestic and foreign related law and regulations. Furthermore, based on the reality and through adopting the qualitative analysis combined with quantitative analysis,some improvement measures of the economic incentive policies of construction energy conservation are proposed. The author applies those measures in a special energy conservation equipment- water source heating pump in order to test and verify their applicability.The primary contents studied in this paper are as follows:Chapter one: Introduction. The author mainly illustrates the world energy situation and the background of construction energy conservation in our country. In addition, the research contents, purpose as well as the research technical route are also included in this chapter.Chapter two: Analysing the economic theory basis of construction energy conservation. The market economy externality theory of construction energy conservation and the necessity of working out the economic incentive policies in the field of construction energy conservation are discussed in this chapter.Chapter three: Analysing research situation at home and abroad. The author investigates and analyses the domestic and foreign present situation of construction energy conservation, affording Chongqing good lessons to execute the economic incentive policies of construction energy conservation according to the reality in Chongqing.Chapter four: The present situation of construction energy conservation in Chongqing. The author analyses the practical conditions to implement the economic incentive policies of construction energy conservation in Chongqing through elaborating the construction energy consumption situation and the work progress of construction energy consumption in Chongqing.Chapter five: Analysis of related cases and game .A cost-effectiveness analysis of the construction energy conservation work in Chongqing is provided by the author in this chapter based on the analysis of related cases and the game between the market subjects of construction energy conservation.Chapter six: Improvement of the economic incentive policies of construction energy conservation. The author reformulates an economic incentive policies of construction energy conservation scheme in Chongqing through theory analysis and practical calculation.Chapter seven: verification analysis of the economic incentive policies of construction energy conservation.
