Research On Economic Incentive Policy For Energy Efficiency Buildings

Energy is the driving force of economic development. At present, theenvironmental pollution problemwhich is caused by energy consuming is becomingmore and more serious, more and more countries pay attention topromoting energyefficiency, energysaving and reducing the discharge of harmful substances, andregarded them as the critical aspects of energy development strategy. As the biggestdeveloping country, China is also faced with the difficult development situation ofmutual constraints relationship among resource, environment and economy.Economic development is restricted by the shortage of resources, low utilization rateand the deterioration of the environment. The capacity ofresources and environmentisincreased rapidlywith the high-speed economic development.This situation urgesour country put energy-saving emission reduction as a concrete measure of theoperational level.Building energy conservation is an important part of China’s implementation ofthe "energy-saving emission reduction" strategy. Energy-saving building has becomethe inevitable trend of the development of construction industry.April1st2013,intheninth conference of green building and energy-saving, Deputy Minister of theMinistry of construction stressed the Chinese government’sdeterminationto continuethe implementation of building energy-saving. This papersorted China’senergy-saving policy issued in2012, summarized the characteristics of the newenergy policy, by comparing the new policies,summarized the keypoint of buildingenergy-saving during China’s "Twelfth Five-Year Plan" period. This paper discussedthe state of building energy consumption in China and the existing problems in theprocess of carrying out building energy saving plans,introduced the experiences ofdeveloped countries,analyzed themarket failure of building energy efficiency intheory, established a government–social participant economic incentive model andeconomic punishment model and provided a theoretical basis and policy suggestionsfor the government.Study on the economic incentive policies of building energy efficiency will bepropitious to the government’s macroeconomic regulation and control,under thefunction of economy lever guide social participants to take the initiative to investinenergy-saving areas. Under the market mechanism, reasonable and effective use of the economic incentive policy will give full play to the potential of buildingenergy-saving, alsoin other areas ofenergy conservation and emission reductionmotivated and demonstrated the formulationof economic incentive policies,ultimately maximize social benefits, environmental benefits and economic benefits,in the end achieving the overall goal of energy saving and emission reduction!...
