The reason which along with the global population’s growth and the economicalscale’s unceasing expansion, the use of the energy leads to environmental pollutionand destruction begins to obtain people’s attention gradually, the problems of theenvironment and the ecology that caused by climate change have already become thefirst factor that affects the human being’s sustainable development.With the drasticglobal climate change, and the competition among various regions and countries forthe development of it, the low-carbon economic development is getting more andmore rapid.China is currently in an important period of development with rapideconomic growth, increasing urbanization, increased carbon emissions; at the sametime, China is also in a critical reforming time of actively promoting the readjustmentof the economic structure, industrial structure, powerful development approach,transition to a socialist market economy.In the so complex background of thedevelopment, Hunan province as the developing leader of central region, should takeadvantage of the situation, seize the opportunities, and manpower planning, closelycentering on the policy of a low-carbon development, to promote leap of scientificdevelopment in Hunan province.At the same time, to develop a low-carbon economy,to strengthen the low carbon management and to advocate low-carbon life, combinedwith the opportunity of the current construction of Changsha-Zhuzhou-Xiangtanurban agglomeration of Hunan "resource-saving and environment-friendly", exploringan actual road to low-carbon development and construction of low-carbon Hunan, isthe inevitable choice for the development Hunan province.At the same time, the development of low-carbon economy need the support ofscience and technology. Demanding the policy of science and technology to create afavorable environment and to provide the driving force for low-carbon economy.Science and Technology Policy is a key point to promote the development of theNational Science and Technology, and it’s also the guaranteed system for Hunandevelop the low carbon economy and the "two-oriented" society construction. Butthere is a large gap between our nation’s current science-technology policy systemand the level of the science which low-carbon economy needed, IT has been or will bea negative impact the development of low-carbon economy to a certain extent.Therefore, to clarify the situation of existing low carbon economy in Hunan Science and Technology Policy, understanding of the inadequacy of development, and find theway to solve the problem, It has important theoretical and practical significance forHunan to develop the "two oritened" of social construction and the of low-carboneconomy.By using the Literature analysis,normative analysis method and Case AnalysisMethod from the paper，at first，the issue elaborate theories of the low carboneconomy and science and technology policy, and then to analyze the current situationand existing problems of Hunan science and technology policy to promote low-carboneconomic development, and finally learn some related experience which developedcounty use to develop low-carbon economic,to cultivate the core elements of thescience and technology policy, and sound science and technology policy to promotethe development of low-carbon technologies and to strengthen science and technologypolicy and other policies supporting the strengthening of low carbon technologiesseveral ways to solve the Hunan Province to promote low-carbon economicdevelopment of science and technology policy gaps.
