Under The Perspective Of China's Circular Economy, Science And Technology Policy Research

The abnormal way of economic growth has caused serious natural ecological crisis since the later industrialization. The environment capacity can not go ahead in maintaining traditional mode of production. A new way applying to the development of times is on its way. Cycling economy is widely valued and extensively recommended in many countries of the world, forming an active practice in the development of economic society. Nowadays, as the terrific waste of resourses and serious damadage of ecosystem in our country, sustainable development of economic society is heavily threatened. It is quite urgent to build up cycling economy developing mode in our country. Cycling economy, based on environmental protection, is a new kind of economic mode, pursuing the compatibility and inteaction among economic profit, ecological profit, and social profit, whose core is consistent with the object of "ecosystem civilization", "harmonious society","scientific thought of development", and"sustainable development". With a broad and promising prospect, it has become the must option of contemporary and future economic society.Cycling economy is the product of science and technology development conducted by advanced concept of ecosystem civilization. The support of science and technology is as well necessary in its development and study. Science and technology innovation is the key to developing cycling economy, while institution creation is the institutional guarantee of science and technology innovation. The industrialization of science and technology innovation can not be realized without institutional guarantee, while science and technology can not turn into productive power without industrialization. The innovation, introduction, and application of cycling economic science and technology can not get rid of related science and technology policy.This paper, in concrete discussion, firstly defines and analyses the cycling economy itself, studies its concept, characteristics, essence, principle and realizing mode, explains its advance in science and technology, and priority in theory and concept, indicates the significance of developing it, the first place of science and technology and the importance of policy formulation in its development.
