An Empirical Study On The Impact Of Low-carbon City Pilot Policy On Low-carbon Technology Innovation

China’s economy is currently in a critical era of kinetic energy conversion and green development.The implementation of a low-carbon city pilot policy is an essential step toward pursuing a win-win path for the economy and the environment.Urban low-carbon technology innovation is an essential guarantee of high-quality and environmentally friendly growth in China’s various fields.Therefore,honestly assessing the effect of pilot policies on the level of urban low-carbon technological innovation will aid in the promotion of urban low-carbon transformation and the acceleration of economic green growth.Based on panel data from 271 Chinese cities from 2006 to 2019,this thesis build a multi-time point difference-in-difference model to assess the impact of low-carbon pilot policies on the level of low-carbon technological innovation in cities.The pilot policy effect’s intermediate impact mechanism is explored in multiple dimensions,and the heterogeneous impact on urban low-carbon technological innovation is examined from the perspectives of urban regional location and resource endowment.The study found that implementing the low-carbon pilot policy successfully increased the level of urban low-carbon technology innovation,and the conclusion was confirmed by a series of robustness tests.The results of the mechanism tests show that the low-carbon pilot policy can increase government spending on science and technology,promote industrial structure upgrading,and increase the number of scientific and technological talents,all of which have a positive impact on urban low-carbon technology innovation.Heterogeneity analysis reveals that the low-carbon pilot policy has a more pronounced induction impact on low-carbon technological innovation in eastern cities and cities with no natural resources.As a result,low-carbon pilot policy implementation should continue to improve the low-carbon pilot demonstration policy system,focus on the government’s innovation support,industrial policy,and talent policy,adhere to the principle of adapting to local conditions,and diversify development strategy,in order to realize the effective drive of low-carbon pilot policy and promote high-quality economic development.
