Petroleum product is a scarce energy product, also has a strategic product attributes, therefore, it is not only a kind of common goods, its supply and price fluctuations will affect regional economic development and social stability. Although in the long run, petroleum products market mainly is impacted by supply-demand relations, but in the product development process, geopolitical, natural disaster, environmental protection consciousness will influence the market, and then affects the petroleum enterprises’marketing work.As a joint venture company, Baotou Ninglu oil Co.LTD is founded by China’s oil Inner Mongolia marketing company and Hohhot railway administration. The company in recent years has developed rapidly, however, with the change of the market, the company’s marketing strategy doesn’t work well, market conditions require that the company must examine the market development and their business strength, make suitable and competitive advantage marketing strategy, to meet the future challenge.This paper analyses the target market of Baotou Ninglu oil Co.LTD. There is five functions power in the petroleum products market of Baotou, the paper analyses the market using Potter’s five competitive forces model, and the internal condition of the company, lists the advantages and disadvantages in the developing. Finally considering the company’s internal condition and the developing of the petroleum products market, this paper draws up the marketing strategies, and puts forward the safeguard measures from the management system, the information construction, enterprise culture construction, human resources, data collection and analysis ability.
