With the increasing paces of economic globalization, fierce market competition, the small-medium enterprises(SMEs) need to adopt correct management strategy to be competitive. This becomes a must especially after China’s entry into the WTO. In the dog-eat-dog market, the enterprises competition is talent competition with human resource management as the core. The enterprise employs the human resource to obtain the competitive advantage reaches an agreement among the administrators and scholars, in the meanwhile, the focus on the performance evaluation as it is considered as the heart of the human resource. However, there are so many problems in the performance evaluation when the SMEs carry out it, especially in the design of the indicators system and the application in the performance evaluation. Due to this, it can not gain good result. This paper makes an investigation on the SMEs performance evaluation in such a background.At first, this paper introduce the current situation of performance evaluation in the home and abroad, then present the principles and methods of performance evaluation and make a contractive analysis among the methods, in the second place, it gives a reference to the current situation of performance evaluation in the SMEs and analyzes the problems then put forward some measures. Finally, it uses A company as a case, analyzes the current performance evaluation system in the A company to identify the problems. Try to redesign A Company performance evaluation system according to the corresponding solutions on the basis of the analysis in the study, In the end, it makes an assessment on the new performance evaluation system.Through the above research, the paper holds that the performance evaluation is an essential part in the human resource management, which plays a great role in evaluating and encouraging the staff, promoting the cohesion and competitive strength of the enterprise. Also, the process is a channel for the staff to communicate, in some way, the III result of the performance evaluation is a property of the company to diagnose the organization, which must be accelerated over the years, and then the value can be certified. The new idea of this paper is that it puts forward some suggestions which is related to the current situation of the (SMEs), it also can help them to solve the problems about performance evaluation. As to the index of performance evaluation, it brings more quantized index to evaluate the staff, according to which make the result more objective and dependable.
