With the pattern of industrial organization mode changes from the enterprise to supply chain, competition pattern between the enterprises into the competition between supply chain and supply chain, it is necessary for enterprises to manage the supply chain, namely the management of logistics, the flow of information and the flow of capital on the supply chain, enterprise attaches great importance to the logistics, the flow of information, the flow of capital is often overlooked, but the flow of capital is the "blood" of the supply chain, the flow of capital is not running smooth, can lead to the fracture of supply chain, so the management of the flow of capital in the supply chain is critical. The gap of the flow of capital often occurs in small and medium-sized enterprises, on the one hand is due to the small and medium-sized enterprise own reason, such as lack of credit, lack of assets can be guaranteed, on the other hand, because of the core enterprise leading in the supply chain, small and medium-sized enterprises (smes) often have to inherit the squeezing credit policy such as delay payment and payment in advance by the core enterprise, the rise in the cost of financial, to accelerate the vicious cycle of shortage of funds. Although the core enterprise got the interest for the time being, but in the long run, due to the problem of the flow of capital by the small and medium-sized enterprise, can not product smoothly, will also spread to the operations of the core enterprise, so in urgent need of innovation of a new model to solve the problem. At the same time, the banks tend to give large enterprises loans, to reduce the risk of their own, accordingly the competition is fierce, the style of product is single, the transformation of perspective is in urgent need, the development of business in the field of small and medium-sized enterprises. Based on the consider of their interests and needs, shenzhen development bank first proposed the "supply chain finance" business. Supply chain finance is a kind of new way of financing, can realize multi-win-win situation. First of all, supply chain finance is conducive to supply chain management, improve the competition ability of the supply chain; The second, supply chain finance enriches the finance business of the bank, improve the service level; The last, supply chain finance broadenes the financing channels of small and medium-sized enterprises, relieves the problem of small and medium-sized enterprise financing difficulties. Supply chain finance can improve the performance level of small and medium-sized enterprises on the supply chain.Based on this, in this paper, taking the balanced scorecard performance evaluation methods, the performance evaluation for small and medium-sized enterprises in the supply chain, performance evaluation index system of the small and medium-sized enterprise is proposed.
