As the first Chief Executive of the Pure Food and Drug Act, his activity in creating and executing FDA fully embodies his attitude and responsibilities of the officials in the food and drug management, which changed the single chemicaf Bureau into a gradual improvement government food and drug regulatory agency; Chapter three mainly introduce Harvey W-Wiley’s academic achievements and ideas. His gradually formed theoretical achievements provided U.S. government food and drug regulatory experience and assurance. Finally, the conclusion part summarizes the inner link between pioneer reformer Harvey W·Wiley’s theory and practice achievements and the origin of Pure Food and Drug Management of federal government.
