Today, food and drug safety is increasingly becoming a focus. Food and drug public injure has happened continuously, it has been a serious threat to people's physical health and life safety. Therefore, the supervision and administration for food and drug has become an important function of government. However, so many years of institutional reform has past, China's food and drug safety situation is not optimistic. Food and drug safety accident still occurred frequently.Therefore, in the present, it appears so important that our government should to study how to fulfill the functions of supervision and administration for good food and drug safety, to ensure the safety of food and drug. Based on the author's experience in the process of the establishment and development of the surveillance and management for food and drug system in Jiangchuan county and on according to the sequence: actuality ----roblems----analyzed, we have put forward some specific suggestions:if we want to perfect the system of the surveillance and management for food and drug in Jiangchuan county, we need to be combined with the present situation of the political, economic and social development in Jiangchuan county, and then if we want to realize the goal that we can control the whole process of pharmaceutical production, sales and use, we should to be unceasing conformity the team and resources of the surveillance and management for food and drug, and through the way of vertical management to strengthen management; Through the unceasing conformity of function, we can establish a team of food and drug supervision in township; In addition to the regulatory practice, we also need to establish complete legal system and use traditional administration such as rigid regulation means. Besides these, we still should use administrative guidance, administrative award, administrative funding and so on many kinds of flexible regulatory tool to achieve the supervision by the control policy goal, all those methods are to realize the transition from authority organ to service-type organ; At the same time, in order to reduce the government's regulatory risk, we should to strengthen the self-discipline of the enterprise, cultivate the relatively independent social intermediary organizations, and make the social intermediary organizations play a positive role maximizing.
