In the era of knowledge economy, Hi-Tech Enterprises,which is knowledge-intensiveand technology-intensive, has become the leader in science and technology innovativeactivities,its overall development level seriously affects a region or country’s economicdevelopment level, so all countries focus on the development of high-tech enterprises whenthey formulate strategies in order to promote competitiveness of a country and comprehensivenational power. Our country since nineteen nineties, in support of national policy, industry ofnew and high technology and new technology enterprise obtained the remarkabledevelopment. However, from the present situation, development of high-tech enterprises inour country is lopsided; area of the east part was good and the western region. As a result ofwestern area characteristic and a variety of other reasons, the Western high-tech enterprisesdevelopment is slow, economic development is relatively backward. Should come truewestern area span type develops, must innovate through the technology, managementinnovation to improve the core competitiveness of enterprises, rely on new and hightechnology enterprise to drive enterprise realize. Because the high technology and newtechnology enterprise is the typical enterprise of high risk, at the same time, because of theinternal and external environment of uncertainty, the Western high-tech enterprises risk thanother regions or other types of enterprises. Although the high-tech enterprises in research anddevelopment and market expansion with respect to throw many person, just, and otherresources, but, if successful, will produce enormous economic benefits, the enterprise canobtain the high monopoly profit. Therefore, how to analyze the strategic risk source, how tomeasure enterprise strategic risk, how to avoid the occurrence of strategic risk, become thetopic of this thesis.The article with Western high-tech enterprises as the research object, in the high-techenterprises, high-tech enterprises in Western China, the characteristics of the strategic risktheory on the basis of relevant literature, combined with related theories in strategicmanagement, systems analysis the impact of the Western high-tech enterprises strategic risklevel index, and introduce the analytic hierarchy process, define the exterior environment,enterprise strategy, enterprise resource and innovation ability four between elements of theweight relationship, in the same way, get two level indicator elements weighted relation, fuzzy calculating enterprise strategic risk value and defining the risk area, and take effectivemeasures to prevent it, thereby building the high-tech enterprises strategic risk prevention andcontrol system. Finally, this paper takes Chongqing is a high-tech enterprise as an example, inorder to verify the strategic risk prevention and control system. This paper attaches greatimportance to the relationship between the enterprise and environment study, from theperspective of the whole system on enterprise strategic risk undertakes integration analysis,think the enterprise strategic target to achieve success is not only influenced by externalenvironment, but also by the internal environment, so that enterprises in the strategicdevelopment, strategy implementation and strategy for control of the various links to in-depthanalysis of enterprise the internal and external environment.
