Since the reform and opening up, the development of China’s agricultural has maderemarkable achievements,agricultural output has developed rapidly and the structure hasobtained adjustment and optimization. The contributions to the social stability and nationaleconomy are gradually enlarging.But by economic development,the logistics problemswhich is the short board in agricultural development has appeared gradually. Agriculture isan organic chain that is comprising by production, distribution,trade and consumption, thelack of logistics chain will affect the overall efficiency and health of agriculture. The freshproduce is the most widely commodities in agricultural products logistics. The freshproduce has a large output and closely related to people’s lives, this kind of logistics is veryhard to do. With improvement of the income level,people has a greater concern in freshand security for agricultural products. Improving the logistics for fresh produce isbecoming the focus of logistics development.Based on this,people pay more and moreconcern to the development of cold chain logistics,it is becoming the trend of the logisticsindustry.But because of some problemes such as starting late and poor infrastructure, it isdifficult to develop cold chain logistics not only in theory but also in actual development.Ifwe do not improve it,it will affect the overall development in logistics.This paper starting from the practical needs in the cold chain logistics of agricultuarlproducts,taking the Planning for the Development of Cold Chain Logistics which is madeby state and some incentive policies that are promulgated by local government as thebackground,taking the practical significance of development cold chain logistics as startingpoint.Explained the meaning of agricultural products and the significance of the cold chainlogistics by using the third profit source theory,division of labor theory,system changestheory,coordination theory, industry convergence theory and so on.Under the base of theliterature and theory,this paper summary some experience in developing cold chainlogistics in overseas at first,by using large amounts of data,elaborate the conditions andstatus quo in developing cold chain logistics from social and economic part as well associal and cultural part. At last according to the result of AHP analysis proposing sometargeted measures and suggestions.This paper has six parts.The first part is introduction.In this part the author describes the background andsignificance in developing cold chain logistics, research trends at home and abroad, while the contents of this paper and technology roadmap, innovation and deficiencies are alsodescribed.The second part is the theory and related concepts.Including some concepts such asagricultural products logistics and cold chain logistics, related theory as well as thecharacteristics, system, significance and the requirements of management.This part will laythe foundation for later study.The third part generalize the experience of other countries.From the experience inAmerica、Japan and Canada we can get some useful message to develop our own coldchain logistics.The fourth part analysis the condition, status and problems in developing cold chainlogistics. From social and economic part as well as social and cultural part by using a largenumber of data to describes the conditions.And then summary the actual developmentproblemes of cold chain logistics.The fifth part analysis the main factors of developing cold chain logistics.By usingAHP analysis,we can see the cost of cold chain logistics, infrastructure construction andpersonel in a specific field are the main factors.The last part is the conclusions and suggestions section. According to the abovementioned problems summarized targeted suggestions to guide the development of coldchain logistics.
