Development Project Quality Management Maturity

Satellite development is a kind of huge system engineering. To achieve the research,design, prototype, test and manufacture of aerospace products, we must rely on scientific high-quality and efficient management. As a kind of effective way and method, the project management maturity model can be used to guide an enterprise to establish a continuous improving system for quality management. Currently, although Chinese aerospace companies have studied the maturity model of products for a long time, but it has not yet been fully implemented in satellite development.In this article, several common project management maturity models were studied in detail and comparatively to lay a theoretical foundation on establishing a quality management maturity model for certain satellite development.By considering the characteristics of satellite development, analyzing the current situation and needs, we established a project quality management maturity rating evaluation model(WX-QMM), developed an evaluation index system based on the maturity process areas of the model, took a quantitative evaluation by the method of gray assessment, and revealed the strategies which should be taken in the process of satellite development project quality management at last.The article indicates that the quality management maturity model which was established and improved according to the true condition of the project, is valuable for promoting project quality management level, and thus enhancing the core compe- titiveness of an enterprise.
