In this economic globalization, information globalization and market environment rapidly changing day, enterprises who want to have the better survival prospects for development, they need a strong talent as them solid backing. Human resource is a enterprise’s most vibrant and clever sex resources, it determines an enterprise’s success or failure in a large extent. Therefore, to get high quality talent is enterprise’s the top priority. Reviewing the BLDG. of our country, since the1970’s we enter the international engineering market, turnover is increasing year by year. From1985in annual turnover of$600million to2011near the billions dollars, this is worth us proud. In the face of the booming good international market situation, we should also see the fierce competition. Facing the opportunities and challenges, how the managers to create more value, it is worth thinking. Competency model is a model to study the characteristics of the individual; it is the qualitative research method. Therefore, this paper will apply the competency model in international engineering project management competence, so as to get its competency index system.This paper is engaged in international engineering project management as the research object. Through their competency elements analyzed, finally to get a good engaged in international engineering project managers competency index system. This paper mainly content has three aspects:one is establishing competency index system. Based on the previous scholars’research results, with international engineering person quality requirements, I design the international project management managers should have the competency indicators. This part mainly includes the index selection principle, the choice basis and the index of the delete selected. The second is the establishment of competency evaluation model. This part using SPSS statistical software SPSS, etc, and using the principal component analysis method and analytic hierarchy process, analysis the questionnaire results, finally concluded the evaluation model. The third is to validate the model. Using concluded competency assessment model for enterprise entity evaluation, verify the verification results.
