The implementation of the household contract responsibility system in the late1970s,greatly liberated the rural productive forces, mobilized the farmers’ enthusiasm ofproduction, increased food production and farmers’ income in a short period of time.However, the cultivated land distribution under the system is implemented with thequality and distance match, resulting in a farmer has a number of small scale plots ofcultivated land, forming a pattern of land fragmentation of the agricultural managementin our country. At the beginning of the cultivated land system reform, landfragmentation has adapted to the level of productivity. With the development of China’smarket economy and the improvement of the productivity, the negative effect of thecultivated land fragmentation has become increasingly prominent. Land fragmentationmanagement is difficult to implement mechanized large-scale production, andagricultural production is characterized by the use of manual labor and small farmimplements, all of this lead to low efficiency and high cost of agricultural production.The cost is too high to use advanced technology and superior varieties in the smallfarming scale, this makes agricultural commodity rate low, and it’s difficult to adapt tothe development of market economy. Land fragmentation management makes thecultivated land use diseconomies and low productivity, it’s not only lead to low marketcompetitiveness of agricultural products, but also pose a serious threat to China’s foodsecurity.Taking major grain producing areas of Jiaozuo as an example, the paper carries outthe study on the measurement and its effect analysis of cultivated land fragmentationbased on theory of economy of scale, elasticity theory and the theory of comparativeadvantage. This paper expounds the concept and characteristics of the cultivated landfragmentation, reveal the formation and influence of the related factors of cultivatedland fragmentation, clear land fragmentation degree and the negative effect of cultivatedland fragmentation on agricultural production, put forward the land fragmentation indexto measure the micro-level data from rural households, establishes land fragmentationregulations of labor transfer, land transfer, land moderate scale operation securitymechanism. This study is helpful to reveal the fragmentation degree of cultivated land and the negative effect of cultivated land fragmentation on agricultural production, mayprovide some theoretical support for the implementation of the cultivated land transferand moderate scale operation.
