Study On The Incentive Of Fiscal Expenditure To Scientific And Technological Innovation

At present, scientific and technological innovation which has become a key factor inhuman economic and social development, is leading the trend of the times. In2009,Beijing proposed to make the city the core leading district of China innovation andscientific and technological innovation center with global influence; the State Councilsubsequently approved the Zhongguancun as the country’s first independent innovationdemonstration area. Therefore, scientific and technological innovation has become animportant engine for the transform of Beijing’s economic development mode, and theobjective protection to participate in international competition, and the core driving forceof constructing innovative world city with Chinese characteristics. The special attributesof scientific and technological innovation like public, externalities, uncertainty andstrategic, etc. making the Government fiscal intervention become necessary, and fiscalexpenditure is the key factor to promote the driving force of scientific and technological,especially in Beijing and some other strategic cities which make scientific andtechnological innovation as the core driving force of future economic and socialdevelopment, the guiding role of fiscal expenditure incentives to scientific andtechnological innovation is particularly important.This paper mainly discusses the fiscal expenditure incentive effects to Scientific andtechnological innovation, the interactive connection between fiscal expenditureincentives and scientific and technological innovation is studied by means of theoreticaland empirical analysis. With the help of the previous studies of the fiscal expenditureincentives to scientific and technological innovation, we intended to comb its theoreticalbasis and to further explore its affecting mechanism, then to make a comprehensiveanalysis and empirical study of its actual results based on the practical situation inBeijing, which is proposed to clearly recognize its mechanism and effects. At last, wesum up the full-text to make some suggestions for the development of scientific andtechnological innovation in Beijing from perspectives of the guiding role of fiscalexpenditure incentives, services support and efficiency use of funds and so on.
