Nowadays, scientific and technological innovation has been the leading force in sustaining and guiding the development of economy and society, and scientific and technological innovation ability is the decisive factor to enhance the national competitiveness. Regional innovation system of science and technology is the primary component of national innovation system of science and technology, and also scientific and technological innovation in national aspect must depend on the scientific and technological innovation in regional aspect. However, in order to improve regional competitiveness, the local government must devote major efforts to construct regional innovation system of science and technology. National Scientific and Technological Innovation Trial-City of Hefei, of which the core content during its construction is constructing regional innovation system of science and technology, does be a more ideal trial region. Therefore, constructing regional innovation system of science and technology plays an important role in promoting regional innovation ability and even national innovation ability of our country.Firstly, this paper briefly introduces the theory of the regional innovation system of science and technology and elaborates the meaning, essential factor constitution, system constitution of regional innovation system of science and technology. Then, in the macro aspect, this paper through analyzing the present situations of typical regional innovation system of science and technology at home and abroad, offers some valuable experience for some typical regions at home which aim successful construction on regional innovation system of science and technology. Moreover, in the middle aspect, the paper makes a deep research on the present construction situation of innovation system of science and technology of Anhui Province from the angle of essential factors constitution. On the basis of analysis, the paper finds out the key problems existing in the whole construction of innovation system of science and technology of Anhui Province. Meanwhile, towards these key problems, the paper analyzes the present situation of National Scientific and Technological Innovation Trial-City of Hefei in the micro aspect and further finds out core problems existing in the construction of innovation system of science and technology of National Scientific and Technological Innovation Trial-City of Hefei. At last, on the basis of above analysis, the paper gives more perfect framework of implementing innovatiin system of science and technology of National Scientific and Technological Innovation Trial-City of Hefei and puts forward the specific countermeasures from optimizing scientific and technological innovation environment, strengthening government dominant function, enhancing position of innovative main body in scientific and technological innovation etc.
