Optimization Study On Innovative Incentive Policies Of Scientific And Technological Park

In recent years,driven by the policies from the government at all levels,government departments in set up scientific parks respectively. Its development has been into prosperity with increasingly effects in policy introduction, factors concentration and industry adjustment in our country. In the "new economy, the new normal" period of important strategic opportunities, how does scientific and technological park, as innovation and entrepreneurship carrier as well as service organization, do to put into practice the new strategic opportunities backing up public entrepreneurship and innovation put from the nation, how does the park do to promote the construction pace and improve its performance from the point of the view of innovative incentives and how does the park do to come into a greater play of industry leading and taking the lead for the district to boost the development of innovative economy, which has been the subject to be urgently solved.As a new-typed scientific service-oriented organization,science and technological parks provide high-tech projects and senior talents with full set of housekeeping service and grow up with talents and companies.Meanwhile, Science and technology park,the aim of which is to foster the transforming of scientific and technological achievement and foster high-tech enterprises and entrepreneurship,is a public service platform for science and technology innovation and an important content of regionally scientific and technological innovation. However,on account of the restrictions of various factors,most of them can’t achieve the expected results. As a whole,scientific and technological parks in our china are still in the primary development stage and exploration stage.Currently,scientific and technological parks generally present some problems,such as unclear role location between government and market, defective system of investment and financing, insufficient support funds and so on.Through the way of literature researches, this article tries to research on supporting policies of scientific and technological park to enterprises, representing that certain basis attached to the existence of difficulties; Through case analysis on W district scientific and technological park, this article elaborates distinct achievement after implementing innovative incentive policies, meanwhile, some problems to be urgently solved have also been exposed; Through comparative analysis on scientific and technological park among Suzhou, Wuxi and Changzhou, this article tries to give a comparison on them, showing that competition among them has been into hot stage, with drawing up innovative incentive policies to strengthening efforts to import talents. On another part, there are some problems in common on promulgating policies, such as comparatively monotonous supporting ways with giving priority to direct subsidies from the finance of government, comparatively unitary supporting targets with giving priority to foreign scientific talents, prominent occurrence from leading role of the government and insufficient main role of enterprises and necessity to enhance the policies’ maneuverability and pragmaticality and so on. The analysis from these ways for research provides certain reference values for innovating incentive policies for the parks and gives some enlightenment as follows, such as suspending direct subsidies from the bureau of Finance to achieve diversification of motivation patterns, emphasizing both inside and outside as well as multidirectional focus to achieve integration of incentive targets, speeding up enterprises transformation into innovation subjects to achieve leverage of incentive orientation;taking in shape diverse input structure of innovation and entrepreneurship; introducing market mechanism to enhance policy’s maneuverability and pragmaticality guiding from financial funds to form diversified investment pattern as well as maximizing utilization rate of supporting funds.Finally, it provides optimization schemes of innovative incentive policies to further enhance the guiding efficiency of incentive policies and service W district Scientific and Technological Park’s economy transformation and upgrading.
