Import Consumer Product Quality Safety Inspection And Supervision Model Innovation Research

Consumer goods quality safety is one of the three regulatory areas of quality safety in China. Over the past decade, China's quality safety situation as a grim problem has not been effectively regulated. With the people's consumer upgrade, the improve of economic openness, the rapid growth of the total imports of consumer goods, the type and source of extensive and complex, the quality safety of imported consumer goods has become an important task of the quality safety supervision of import and export commodities. China's imports of goods inspection and supervision has been implemented for many years, with the rapid growth of the volume of trade and the significant change in developments, many problems of the regulatory model gradually revealed, such as regulatory philosophy behind, laws and regulations unperfect, inadequate public services in quality, regulatory efficiency low and many other issues, it's no longer adapted to the current and future development of trade patterns and social requirements. How to reform the existing model of import commodity inspection and supervision to provide better quality services, ensure the quality safety of imported consumer goods, has become a major issue in urgent ofthe current regulatory thinking.In this paper, studies the Guangdong inspection and quarantine bureau area as an example,from new public management, government regulation, quality safety supervision and other theories, to analyzes those problems and reasons of the current model of China's Import and Export Commodity Inspection and supervision. Meanwhile, the study concluded the successful experience of developed countries of the Europe and U.S.A in the regulation of imported consumer product quality safety, such as the Multiple co-governance philosophy, a sound regulatory mechanism, improve laws and regulations, Mature market access and certification system, strict supervision afterwards. On this basis, through literature research, comparative research methods, in view of the existence of import and export commodities inspection and supervision mode unscientific, unreasonable, proposed adhere to the core functions of "quality safety" baseline values and quality public services, establish a closed loop, the whole process of supervision of the Multiple co-governance philosophy, to build China's imports of consumer goods quality safety of government, market and social pluralistic governance system, improve the quality of laws, regulations and safety standards, to enhance the quality information and the quality public service supply, establish a new model of government regulation on imports consumer goods quality safety and a series of measures to build a scientific and effective quality safety supervision system of imported consumer goods.
