In recent years our country in order to optimize the energy structure, improving the environment, raising our country large power gas turbine development level, realizing the sustainable development of electric power industry in China, the use of natural gas of project of natural gas transmission from west to east China and the east China sea oil field and imported LNG (liquefied natural gas) and other clean energy from the introduction of foreign advanced technology, China constructed a number of large combined cycle power plant in west to east gas pipeline and along with the eastern coastal. For large power gas turbine technology only in the hands of several major foreign multinational corporations, therefore we must spend a large amount of cost from the introduction of foreign advanced equipment and technology, but also must pay a large amount of equipment repair costs to the foreign enterprises. Therefore we have to carry out gas power plant project post evaluation.This paper first describes the development of the project post evaluation theory, as well as the current situation at home and abroad, discusses the project post evaluation content and evaluation methods. Comparison of coal-fired power plant, analyzes the features of gas power plant, combined with the theory of post evaluation, the gas power plant project post evaluation is divided into prophase work of the project evaluation, the project implementation process evaluation, evaluation of the economic benefits of project, project impact evaluation, project superiority evaluation of five two grade assessment indicator, then the two level indicators are further decomposed into three grade assessment indicator, establishes the index system of the gas power plant project post evaluation, and uses comparative analysis to the individual project post evaluation of Zhengzhou gas power plant project, analysis of the problem, sum up experience lesson. Based on the multi level fuzzy comprehensive evaluation theory, proposes gas power plants project evaluation model, and the establishment of the Zhengzhou gas power plant project comprehensive evaluation system, the multi level fuzzy comprehensive evaluation method to be used for Zhengzhou gas power plant post evaluation, makes the project overall evaluation. At last it summarizes the experiences and problem of Zhengzhou gas power plant project, and then put forward advices.
