Study On Coordination Evaluation Of Land Use Planning And Urban Planning

With the conflict between continuous expansion of city size and the reduction of land resources,land issues have become urgent social and economic problems.Land master planning and urban master planning(hereinafter referred to as the "two plannings")as our two statutory planning,are the basis of land use planning and urban planning.But the "two plannings"are quite different in many aspects,such as the basic guidelines,planning status、planning content.planning methods and the implementation,leading to the deterioration of the land issues itself.The uncooperative planning has caused many conflicts for the development of urban and rural land resources and rational utilization of land resources.The coordination of the "two plannings" is of great significance to promote the intensive land use,to ensure socio-economic and sustainable development of resources and environment.This paper firstly describes the current status of the "two plannings",the "two plannings"at the lack of coordination,and put forward the necessity of thesis.Then a general introduction to the international research and practice in this field from the point of view of coordination of the "two plannings".Secondly,from the other "two plannings" of conceptual content,links and contradictions between the "two plannings" were outlined.Further,according to the "two plannings" uncoordinated status quo characterized constructing an appraisal system coordination degree,and choose qualitative analysis and evaluation method relative deviation coefficient method binding.Finally,Pukou District as an example of empirical analysis,based on the evaluation method of "Two Regulations" Pukou level of coordination to do quantitative analysis,the evaluation results,conclusions and recommendations made accordingly.Through research,we draw the following conclusions:(1)the root causes of the "two plannings" incongruous is the guiding ideology and different planning methods;(2)"two plannings" coordinated measures recommended in particular in preparation;(3)"two plannings" needs to be the appropriate policy and institutional arrangements.
