Study Of Ningxia Unemployment Insurance Policy

In solving unemployment, Ningxia Province biased to Employment-oriented policy options leading to the insufficient of the unemployment insurance policy which is the main policy instrument at solving unemployment in the industrial society and Market Economic Conditions.Since the Ningxia Province published the unemployment insurance policies in1986,a series of supporting policies which was formulated to improve the policy system to ensure the achievement of the unemployment insurance policy and the basic livelihood of the unemployed and to promote re-employment of the jobless.The result of the study shows that the unemployment insurance policy covers most of the workers in theory; however, the coverage ratio of the zielgruppe of unemployment insurance policy is low compared with the calculation of the rate of unemployment insurance and the other social insurance.The application of the four factors affecting the implementation of the policy mentioned in The policy implementation process in unemployment insurance policy and the implementation of it in Ningxia tried to demonstrate the execution of the unemployment insurance policy is not what is expected.A method for Social Investigation is mainly applied to find out the interactivity of the unemployment insurance policy and the target groups of the policy in this study.Some problems was put forward:(1)insufficient democratization degree in Ningxia.and the irrational economic pattern and the conservative culture weake-ed policy implementation;(2)besides the Ningxia unemployment insurance policy coverage is low,the policy objective can not be quantified;(3)further-more the i mplementing agency of the unemployment insurance policy is complex,and the responsible person is not professional enough;(4)and the most important one is that the organizations level of the target group of the policy high but the unio-n members is not active enough to participate the activities hold by the group and in some extent,there are some problems in understanding the policy for the workers. Therefore, coping strategy are following:(1)improve the condition for the implementation of the Ningxia unemployment insurance policy to guarantee the democracy of Ningxia Province;(2)improve the the Ningxia unemployment insur-ance policy objectives to make sure more people could comprehend and be in-volved in;(3)strengthen the enforcement of the Ningxia unemployment insuran-ce policy enforcement;(4)expand the target population of the Ningxia un-employ ment insurance policy, and increase the level of participation of the policy to ensure workers’ social welfare rights.It is noteworthy that the shortage of this study which is the lack of the quantitative research of the influencing factor and model operation research of the factors interaction provides a new method for the future study.
