The Study Of Unemployment Insurance Of China Under Guidance Of Active Employment Policy

The unemployment insurance system emerged since the adoption of the poor law by thewestern country. After more than some hundred years' reform and development, now it hasdeveloped into a relatively complete system. The contemporary unemployment insurance systemis a major component of the socio-economic system of the most of the countries in the world.The Republic of China has annotated importance to unemployment insurance. In the 1986,China established an unemployment insurance system meeting the requirement of the society.The characteristics of this unemployment insurance system are that social security programswere funded by the State and the units or enterprises took the responsibility for the managementand services of unemployment insurance. Such an unemployment insurance played a positiverole in the insurance of workers' life and maintaining social stability in the period of the plannedeconomy. However, this unemployment insurance system has increasingly shown itsshortcomings and begins to be unfit for the need of the economic growth and social development,along with the shift of China's economic system from the pattern of planned economy to thepattern of socialist market economy in the recent years. Therefore, to establish an unemploymentinsurance system to meet the needs of the system of socialist market economy in China hasbecome a very important and imperative task in connection with the stability, reform, anddevelopment in China.Although the unemployment insurance system has made some breakthrough progress in thereform over recent years, the reform of the unemployment insurance system of China still faceslots of problems and difficulties that need to be probed and solved.This text, with the theories of politics, public management, economics and sociology, is astudy on the development of China's unemployment insurance system, which is under theguidance of the active employment policy.
