Grasp law is an effective method to know and to change the objective world, so, to study the concept of archival using and access law will enrich archival utilization theory, and it is also the inevitable choice for archival arrangement. The theme of this paper is the evolution of the view of concept of archives utilization and its development, fall within the purview of archival theory. Although academia there are no clearly articulated view of archives utilization concept and also have no systematically summarize, but as a form of awareness and views on utilization of archives, research will have its meaning. We can divide this research into four stages, seven concepts, describes their relationship, explore the concept of utilization of archives, and it’s direction of development in the future.The paper will divided into four chapters: Chapter I clarified the meaning of the concept of archives utilization and its significance; Chapter II will tells the four stages and seven concepts’ development; Chapter III summed up the Characteristics of the view of archives utilization; Chapter IV looking to the future development of archives utilization concept and its enlightenment on the utilization of archives.During with the view of archives utilization concept,we must use historical dialectical views and put it into historical space and time, knowing what was yesterday,what is today, what will be tomorrow.Then, we will more active in the work of archival using.
