With the development of multimedia technology and network communication technology, people have entered the field of big data. The most intuitive feeling is that the era of information explosion has brought huge amounts of data to us. It cause a big problem to make the storage and transmit digital information effectively, big data increases at index levels. The image is an important part of the digital information, which is also an important carrier of exchanging information. Therefore the digital image compression has been a hot research field of image processing.In practical applications, observers normally are only interested in a particular part of the image, such as the text area in one picture, The pathological parts in medical images, the target object in remote sensing image and the automobile licenses in the transport image and so on, these regions are called as region of interest (Regions of Interest, ROI), and the region outside of interest is called background (Background, BG).At the same time the BG is also required (much lower compared to ROI)to contain certain information to observe the overall relationship between BG and the ROI. According to this demand of practical application, ROI compression coding technology is lossless compression of ROI or nearly lossless compression (It does not affect the visual observation), the BG is lossy compression, By this way, image quality not only can satisfy people’requirements, but also can reduce the image transfer time and save storage space.This paper investigates the history and current status of ROI image compression, analyzes and summarizes the ROI image compression technology. According to this basis, we propose an ROI image compression method based on JPEG2000. Experimental results show that the quality of image compression method based on regions of interest is better than the general image compression method. Under the premise of getting a higher compression ratio, the reconstructed compressed image maintains higher PSNR, so this method solves the contradiction problem between the compression ratio and the image quality. However, using manual method to confirm specified ROI for a large number of text images is not practical, then the paper further proposes an adaptive ROI image compression method based on JPEG2000, this method first extracts the image ROI, and then calculate the redundancy of each image, then to according to the redundant parameters to determine the relationship between ROI and BG compression ratio. At last compress the image based on Kakadu JPEG2000.
