With the development of information technology and the network technique, new media represented by the Internet take over the main responsibility in news transmitting and gradually play significant roles, creating the Eyeball Economy targeted at attracting the public’s attention. Under this circumstance, news, together with information elements of news are becoming more resources-based and valuable on the basis of traditional use. On the condition of timeliness and truth, taking the Internet as the spreading platform, news can be spread again via deep, multi-angle, and multi-resources interaction and integration, thus forming the "second consumption" inside the Internet news. This kind of news communication based on the news information is upgraded on the basis of the second processing integration, sticking to the core and the starting point of audiences, the measuring standard of the worth of news. Therefore, conceptions between the "second consumption" and the "second matching" are totally different.The appearance of the "second consumption" has its inevitability. The passage as follows analyses the background information over4aspects:mass and the value of network information, the increasingly fierce competition in media market, the present situation of media convergence, and the all zeitlichkeit, interactivity and multimedia of the spreading of the Internet, considering that the "second consumption" is based on the technology and gain its natural advantage over the Internet. It realizes organic integration and interaction through the time integration, space integration the interaction of various resources and the media interaction and integration, becoming a sally port of the bottleneck during the development of the Internet news.However, the "second consumption" of internet news will encounter the problems of three aspects:the truthfulness of news, public opinion guidance and network specification. From another perspective reflects the existing circumstances of weakly supervision and disordered internet news. In view of this situation, this paper puts forward three aspects of policy recommendations:promotes internet news practitioners’comprehensive competency, completes the network media brand positioning management and achieves a virtuous cycle., in order to provide high quality information service, realize the social benefit and economic benefit, establish the mechanism of the " second consumption " of internet news.
