With the proposed goal of setting up an innovative country, our country needs more and more innovational talents. Undergraduates have lively thought, solid knowledge of basic specialty knowledge, creativity enthusiasm and potentials of creativity, college students are expected to be the main force of constructing a creative country. So all universities and colleges carry on a wide variety of technical innovation projects and various social practice, aim to improve students’innovative ability and practical skill. Traditionally these project information and practices published by schools, department authorities at all levels carry messages to students, then student report application and wait for check. This traditional management has a series of realistic problems such as data redundancy, the resources waste, the surveillance mechanism detention, and the imperfect statistical work. So colleges need a management system with great efficiency and easy to use, and can accomplish the comprehensive management of project and practice.Innovative Project Management System adopt advanced interface design and realize the flow of project application management, project evaluation management and so on. This system can improve the efficiency of project management. Every college managers can see and count the number of project that applied by students belong to this college, and analyze students’ innovation capability. In addition, for school administrators, they can understand the over all level of the students’ innovation ability, provide support for teaching and other management.Innovative Project Management System used The Rational Unified Process. In this paper, the system used multilayered J2EE-Architecture, combining with three open source frameworks, Struts, Spring and Hibernate, make the presentation layer, business logic and data persistence layer separation, better achieve alow coupling,high cohesion. System main surface adopts an interface design based on Model-Driven, realize the system of automatically creating an interface. It also adopt the workflow to realize the control of project process. These can help us to enhance high expansibility and maintainability, the system is stable and efficient work. The system adopts the two architectures mode of B/S and C/S. C/S client is mainly used by main office to go through routine processing operations. Project-related tasks all implemented in B/S client. The user can use functions by log into the system just through browser. This aim is to make it as easy as possible for users.The system has been used successfully by Shandong University. It has a great effect and makes the work of students and teachers more efficient.
