Study On The Current Situation Of The Commercial Bank Archives Management

With the deepening of the reform and opening up, China’s socialist market economy has been constantly developing. The financial sector, as the "barometer" of national economy, plays a key role in economic development. As a major component of the financial service industry, the function and influence of commercial banks cannot be overlooked in the development of Chinese national economy as a whole. Commercial bank archives, keeping the record of important activities of commercial banks, have particular relevance in the economic society.Commercial bank archives possess general characteristics of archives as well as distinct characteristics as compared to other types of archives, for example, they require expertise, contain risk, secrecy, added value and social relevance. These characteristics endorse commercial bank archives with irreplaceable value in the prevention of financial crisis, the fight against economic crime, and in maintaining social stability and promoting sustainable development.Under current circumstances, with financial reforms underway, commercial bank archiving has made certain progress, while there are still some problems in the system, methodology, mode, process, personnel, and facilities of the archive management. It is no doubt that these issues exert obstacles to the development of its archive management.According to present situations and emerging issues of commercial bank archives, this paper explores the issue based on the information gathered from investigation, trying to analyze from the perspectives of archival science, economics and history science, and seeks to put forward a proposal in the light of "front control". The paper makes suggestion that covers three stages:strategic planning, process management, and information resource development in late-stage; and put forward a three-fold proposal:optimizing the management of top-level design, strengthening the flow control of process management, and promoting the development and utilization of information resources in the late stage.As commercial bank archive management currently encounter many difficulties, this paper hopes to shed some light on solving the problems in commercial bank archiving. However, in order to make new achievements in the field of commercial bank archive management, the commercial banks must keep studying new situations, solving new problems, promoting scientific archive management, exploit archive information resources, and enhance the quality and level of its archiving services.
