With the constant improvement of information technology, the management mode ofeach trade is being changed. It is changing from the traditional manual way to the informationway. In the process, the efficiency of work continuous improve. In the changing of workingmode,the changing of the government working mode is particularly important. It is directlyrelated to the government agencies on how serve for the public, how improve office efficiencyand reduce labor intensity of civil authorities. It can realize paperless office, saving money andtaking advantage of the knowledge resources and skills of the party and governmentdepartments.The project of the "Civil cockpit" system is based on the highly development of theinformation technology. It suitable for organization e-government fully establishments of all themunicipalities, prefecture-level cities, county-level city government. It based on buildinggovernment information platform. Outstanding external information publishing platform(government portal), data centers and comprehensive information technology of the governmentnetwork office platform. It introduces the advanced applications ideas,they are one-stop office,knowledge management, collaboration office, decision analysis and so on. It enhances thecapabilities of information exchanging and realizes the various forms of informationprocessing、 collection、 publication、 communication、 feedback、 communication、management, and control. The information processing will be uniformity、 timeliness、convenience and safety. This application will be a good solution to the needs of the municipalgovernment’s e-government development.This topic is one of the sub-topics of information management subsystem. The mainpurpose of this project is researching、designing and implementation of a subsystem under the"Civil cockpit"-information management subsystem. I participate in the design of four modules,they are publication editing、information manuscripts、using case and query statistics. In thisprocess,the main contributions are as follows:According to the workflow and needs of the system "Civil cockpit" informationmanagement subsystem,analyze the requirement of the system. Then it does requirement analysis for the basic functions and the basic performance of the system. It also provides afoundation for preliminary design and detailed design.According to the functional requirement analysis of information management subsystem,the preliminary design is done. According to the result of the performance, we select relatedtechnology and introduces it. It ensures the needs and the application effect of the system.According to the design requirement of the system, the structure of the Civil Cockpitservice application architecture layers is designed.Based on the results of preliminary design, the system designs in detail. Including thedesign of the database and E-R diagrams of each module. The publications editor moduleincludes four parts:information collection, pending publication in journals and the finishedpublications. Information manuscripts module includes new manuscripts and all manuscripts.Adoption cases including higher adoption、instructions levels and month notification. Queriesand query statistics including notification and instructions queries.Based on the detailed design of the system,the system has been implemented. The functionand performance of the system was tested. The results prove that the functions of the system hasbeen achieved and meet the requirements.Currently, this system has been using in Changchun City, Jilin Province. The using of thesystem greatly improves the efficiency of the government. This has important practicalsignificance.
