With the constant improvement of information technology, the management mode ofeach trade is being changed. It is changing from the traditional manual way to the informationway. In the process, the efficiency of work continuous improves. In the changing of workingmode,the changing of the government working mode is particularly important. It is directlyrelated to the government agencies on how serve for the public, how improve office efficiencyand reduce labor intensity of civil authorities. It can realize paperless office, saving money andtaking advantage of the knowledge resources and skills of the party and governmentdepartments.The context of the Changchun City government information and prosperity, ChangchunCity E-government is committed to building integrated systems, namely "Civil cockpit" system,the civil service system is a cockpit Changchun various government offices as one of thee-government system, the issue is one of the project’s sub-topics-Civil cockpit send and receivetext management subsystem, the main task of this project is to research and design andimplementation of "civil cockpit" send and receive text management subsystem, the author ofwhich send and receive text full participation systematic needs analysis, outline design, detaileddesign and implementation, the main contributions are as follows:(1)A detailed survey of the current status of the development of China’s e-governmentdevelopment trends, the significance of e-government construction, this paper proposes the goalof building design and implementation of the system.(2)According to the Changchun municipal government departments receive dailydocument management processes, for "civil cockpit" send and receive text managementsubsystem functional requirements analysis, based on the case load of the system and thesystem’s safety and reliability requirements, the system performance requirements analysis,functional analysis by a modular system, by analyzing the performance requirements for thesystem matching the appropriate development environment, and to clarify the reasons for selecting these development environments.(3) A summary of the analysis of the system design, including architecture outlinedesign, functional outline design, database design based on the functional requirements of asummary of send and receive text management subsystem.(4)To solve the problem of sharing data between different government, the paper alsodesigned a data access layer architecture send and receive text civil cockpit subsystems,dedicated to better synchronize data, avoiding information silos, enable departments tocoordination office.(5)According to the results summary of the design and architecture design data accesslayer, the system is designed in detail, including each module design ER diagram and databasetables, closing process design text modules, posting module process design, which send andreceive text subsystem also contains several sub-function, the best, according to the results ofthe detailed design of the system environment under the optional system has been achieved.Test and use the results indicate that the "civil cockpit" send and receive text managementChangchun child can meet daily office document management needs, use the system to improvethe efficiency of the office staff, to improve the efficiency of various departments to coordinateand promote the data sharing, has important application value.
