Currently, the country has a lot of flash flood warning system. Meteorological department and geological disaster monitoring departments use these systems to make a better early warning and forecasting. In these systems, the Swan system is a core flash flood warning system. The system used by all provinces in the country. Swan is a system based on the secondary development of the MICAPS system. Swan system is a unified national platform and therefore can not meet the localized needs of all the provinces. In order to be better able to provide personalized service, the article studies the secondary development on the Swan platform to meet the special needs of Hubei Province, the flash flood warning.Firstly, the existing unified platform, real-time monitoring of rainfall only once every10minutes of data. Forecasters predict the level of risk, often need the whole point of the rainfall data, such as a time to push forward1,3,6hours of the sum of the rainfall data to predict the level of risk, and then based on this value. Unified platform for these cumulative process you need to forecasters manual calculation, it will take a lot of time, and the higher the probability of error. Second, forecasters calculate the level of risk of a disaster can not be accurate to a point, often require human judgment. For example, a flash flood ditch, its scope is a large area, and the calculation of the level of risk you need to find out at all stations, the maximum rainfall of the region, human judgment and error-prone. Again, when forecasters have a higher risk of a disaster points, it is necessary to use other tools will be combined into a fixed format, and sent to the relevant responsible person. In this paper, after studying these requirements, I complete the design and implementation of the system. It is mainly used in C#and PHP technology to complete. These technologies are Swan original use of technology. This can be made using the new platform with the original platform compatible. The implementation of this platform, deployed to the Meteorological Bureau of Hubei Province real test. The results of the tests reflect better facilitate the clerk of the various operations. It provides an effective support for flash flood warning.
