At present, universities are responsible for training qualified personnel for socialistconstruction undertaking the historical mission. Comprehensive quality is an importantsymbol of qualified talents. Strengthen the construction of campus culture, has become animportant channel for qualified personnel for socialist construction. The university librarywith its nature, features and functions, determines their important role in the construction ofcampus culture. University library is an important part of campus culture, which is animportant position in the construction of campus culture. Therefore, we should fully pay closeattention to the construction and development of University library. The development of safeconstruction of Library and the library is inseparable.Video monitoring is the main method of library security construction. The library is apublic place with large flow of people. The goods safety of readers, the library preservation ofsome rare books security, the electronic reading room and the safety equipment inaudio-visual room are all important content of library security. Traditional monitoringnetwork uses cable network monitoring. The cable network monitoring needs network lines,which lead to high cost and failed video nodes flexibility. Therefore, one kind of miniaturevideo monitor system using wireless network to communication has become a trend. Butbecause of the limit of mobile communication technology, such as GPRS, and the video datatransmission need higher bandwidth, wireless video monitoring has not been widely used.With the rapid development of3G technology, the bandwidth of mobile communicationprovided has greatly improved, using3G network to video data transmission become apractical choice. In addition, the processor speed of the current mobile is faster, storagecapacity is larger and the resolution is higher. The smart phone operating system Android hasgood openness and portability. All of these technologies provide a well platform for videomonitoring. This article is based on such reality, researches the technical specifications of the videomonitoring system and combined with the actual demand, designed and implemented theminiature video monitoring system based on3G network. The monitoring system this articlerealized including monitoring terminal and server. The terminal based on Android platform,responsible for video data acquisition, compression and transmission. The server is using Javalanguage development, responsible for video data decoding, video record and video play.
