Since the21st century, Internet technology has been rapidly developed and has beenmade the owner of digital network from a small number of elite to widespread public. Withthe sharp increasing of China’s Internet population, the research subject of online publicopinion has been become a academic research focus, which attracts the field of managementand academia. The academic experts of sociology, management science, information science,communication science, journalism and communication have researched the development andevolution of online opinion, and their research methods are based on their majors’ ones.Nowadays,the public opinion evolutional situation of online public events have been differentfrom the traditional. And the different pathways has brought a series of influence to thesociety and people’s life. The process research of online opinion evolution will not only helpthe government to manage and lead the online public opinion. The process and patternresearches of online public opinion are divided into two parts. Firstly, introduces the summaryof the related researches about online public opinion evolution, defines the concept of onlinepublic opinion and summaries the function and effect of network public opinion. Secondly,using data research pattern evolution of network public opinion. The data come from theBaidu Index and “2011~2012” Annual Major Internet Public Opinion Events which aresummed up by the Chinese Academy of Social Sciences Institute. In order to analyze onlinepublic opinion evolution model and the each phase during the process of network publicopinion evolution. In the pattern research of online public opinion evolution, using thestatistical tool SPSS16.0analyze the data which selected from "2007~2012"120MajorOnline Public Opinion Events. To portray the process and pattern evolution of online publicopinion evolution. Using the achievement from the research analyze the effective strategy ofonline public opinion for government.
