Micro-blog is a kind of open-ended and integrating mutual communication tool which based on Web2.0.It offers its users the chance to obtain,disseminate and share information in real time via the use of diverse patterns like cellphone, website,instant messenger and external API interface.Due to its autonomy, real-time, diversity and interactivity,it spreads all over the world soon after its birth.And then gradually win the favor of the government,public and media,at the same time,play an important role in the forming process of hot issue. Despite of its profound influence on our social life,it also bring challenges to government about the problem of public opinion guide.The traditional public opinion guide method like "wishful thinking" couldn’t adapt to the increasing complicated environment,so it become an inevitable trend to replace the traditional singer guide with the various interactive guide.This research take relevant theories on communication, public opinion and politics as its guide, choose twitter and the network public opinions forming from the dissemination of twitter to be its research object.Through the analyze and discuss of the problems like the development of twitter,its features and modes of transmission,its affections on network public opinions and its generated elements as well as characteristics,we can draw the outline of the basic law that concerned with twitter’s appearance, development, affections and challenges.In this way, we can propose new ideals and specific suggestions about how to realize the interaction of the three parties when they are guiding the twitter public opinions according to the new demands that come from the democratic politics development and the dynamic relationship among the government,public and media.
