With the peace city construction in the national promotion, video monitoringprojectin Changchun city government led, named "Skynet" project in2008startedconstruction. Engineering to the activity of the pedestrian to shoot the target, thefirst phase of the project in the closed area to build the5000probes, the secondphase of the project on the main road construction5000points. Over the past8years, with the development of city construction, the road widens, motorvehicle increased, and more cases and accidents occurred in the main street onthe road, the vehicle as carrier, has become the focus of public security work in thenew period of the monitored object. In2013, attaches great importance to theleadership of the municipal Party committee, government, Changchun City PublicSecurity Bureau to keep pace with the times, the construction to the carfor monitoring the object a new video surveillancesystem. The new project fundedby the government, the public security bureau takes the lead, known asthe "Changchun City video surveillance and intelligent monitoring system"project, referred to as "video three" project.Video surveillance and smart card systems installed in the city’s main port outof the city, town,focusing on law and order lots, all out of the city, town,motor vehicles around the clock, a road without missing real-time detection,recording and processing of traffic-site inspection systems. In order to be able tosee the driver’s face,the general situation in the car,clear vehicle information,truckloading conditions,so high-definition bayonet came into being. HD inevitabledirection of public order policing as a bayonet mount system technologydevelopment, the system is conducive to grasp and out of the area of the vehicle, driver information, traffic management authorities to facilitate trafficorganization timely, accurate and effective based on monitoring data.Through themonitoring data analysis, processing, especially vehicle license plate recognitionand processing of information, to achieve the hit and run, the suspectvehicle, traffic violation control board to check the blacklist and disposal ofvehicles, traffic management authorities to curb and combat some of theconcealed illegal behavior has great practical significance, and can greatlyenhance the ability of the public security departments to combat and combatcrimes.The video surveillance system with smart card port is mainly based on J2EEtechnology development, the main findings are:(1)The system is based on J2EE technology to achieve control of the Webversion of the server’s data output,timely browse video surveillance system withsmart card port and associated real-time video images in real time,you can findsome pictures existed in the past and video folders.(2)Through the design center management platform,to receive data from thefront-end data acquisition portion of its data processing and post-processing of theinformation and images saved to the database server to save.(3)Web server remotely timely response to user requests, providing usersonline data query,online statistics,remote maintenance,remote management,and other services.(4)Through the design of the Web version of the server, can realize the deckanalysis, and timely response to alarms,and control equipment for monitoringreal-time management.System to achieve control of the data manually and batchdispatched manner.(5)The system through an external interface and network security professionalsaccess, but can also take advantage of the public security system monitoringurban traffic, improve safety and efficiency of management of urban transport.
