With the rapid development of Internet, the position of online media in people’sheart improve step by step. In pace with the upgrading hardware technology of theintelligent terminals, people in their daily lives more and more use computers andsmart handheld devices for news and information such as smart phones, tablets andother high-tech products which graduallyseize the traditional way of newspapers, television, radio and othermethods.CMS not only provides the function of management and news publishing,some system also has a blog function which can achieve user interaction. The userscan easily take part in some survey and view related news comments. As the core ofonline media,the importance of CMS has got more and more attention andrecognition.In order to adapt to the development of today’s society, small and mediumenterprises need a tailored CMS for communication internally and publicity externally.This paper introduce how to design and implement a CMS, which not only canpublish a simple text but also pictures, files, etc. Users can modify some content ofthe page and at the same time the background also has management system ofadministrator. In the development process of the system, Java EE technology as thecompilation environment of the whole system, use the framework of SSI and Eclipsetools for development. The client use JSP and AJAX technology and the serverdatabase ues MySQL.Through these technologies, news management module has some function, suchas news management, page management, file management. News managementfunction can increase, modify, and delete the news and announcements on the homepage. Page management can modify the content of some page. File management canmanage the file which possibly appears. The CMS also achieve the administratormanagement. The administrator is divided into two roles, one is the general manager,the other is a super administrator. The general manager operate the background ofnews pressing while the super manager can publish news and manage the generalmanager.The system makes the enterprise can freely manage news and administrators asneeded, providing convenience and greatly reducing human and material resources ofthe company. The automation level of information management and publicity hasimproved at the same time, it has more adapted to the needs of the development ofmodern society.
